What is DigitalSky and how does it work?

“DigitalSky platform” means the online platform hosted by the Directorate General of Civil Aviation (DGCA) for various activities related to the management of unmanned aircraft system activities in India.

What is the full form of UAS and its classes?

UAS is abbreviated as Unmanned aircraft system – It means an aircraft that can operate autonomously or can be operated remotely without a pilot on board. The unmanned aircraft system shall, based on the maximum all-up weight including payload, be classified:

  • Nano: Less than or equal to 250 grams
  • Micro: Greater than 250 grams and less than or equal to 2 kg
  • Small: Greater than 2 kg and less than or equal to 25 kg.
  • Medium: Greater than 25 kg and less than or equal to 150 kg.
  • Large: Greater than 150 kg.

What is the categorization of UAS?

The unmanned aircraft system shall be categorized into the following three categories, namely:

  • Aero plane
  • Rotorcraft
  • Hybrid unmanned aircraft system

The aero plane, rotorcraft and hybrid unmanned aircraft system shall be further sub-categorized as follows:

  • Remotely piloted aircraft system
  • Model remotely piloted aircraft system
  • Autonomous unmanned aircraft system

What is UIN?

UIN can be abbreviated as “Unique Identification Number “and is issued for registering an unmanned aircraft system in India

What is DAN?

“Drone acknowledgment number” means the unique number issued by the digital sky platform under the voluntary disclosure scheme for unmanned aircraft systems in India

How much is the fee for UIN?

For UIN: - One hundred Indian Rupees (Rs.100/-).

Why do we need to sign the documents Digitally before uploading? How to obtain a Digital Signed Certificate (DSC)?

DigitalSky platform requires organisational users to upload documents which are signed using the DSC issued to them. This is required to meet the requirements of self-certification for the uploaded documents. Please refer the below guidelines for obtaining the DSC and signing the documents digitally.

  • Documents must be Digitally Signed by the applicant using the DSC issued to organisation.
    Wherever applicable, the system requires the document being uploaded, to be digitally signed by the applicant using the DSC issued to organisation. The DSC should be issued to organisation by any of the licensed Certifying Authorities authorised by India’s root CA. List of licensed CA’s can be found at https://cca.gov.in/licensed_ca.html. Even the documents issued to the user in an electronic format and already having a digital signature can also be digitally signed again using the DSC issued to the user. Alternatively, user can also take a print of the documents issued to them in electronic format (example CIN), scan them as pdf and then sign using their DSC as explained above.
  • DSC suitable for Organisations
    All the users registered in the system as organisations should obtain Class 3 DSC issued to organisations. Please ensure that the organisation name to which the DSC is issued should exactly match the name of the organisation being used on DigitalSky platform. This check is done by comparing the O attribute present in the digital certificate.

Can I apply for UIN for provisionally accepted UAS models on PBC's Aero Hub Platform?

Kindly note, the validity of all provisionally accepted model has expired on 31st August, 2021. Therefore, UIN cannot be issued for provisionally accepted UAS models on Digital Sky Platform.

Users may obtain Type Certificate for such models. UIN can be applied for once the Type Certificate is issued. Alternatively, organisations may apply for UIN as Model subcategory or Nano Class as per Drone Rules, 2021

I have a self assembled Drone. How can I obtain the UIN for that?

For self assembled drones with all up weight not exceeding 25 Kg, organisations can now apply for UIN under ‘Model’ subcategory, subject to compliance with Drone Rules, 2021. This does not need a Type Certificate or a DAN.

For self assembled drones with all up weight exceeding 25 Kg, please apply for Type Certificate, before applying for a UIN.
